I think rough ice isn't all that bad to drive on if you are careful--and don't run into the kind of idiots we have on the roads here. 
But when it melts and refreezes? Owie. Like trying to walk on Vaseline, so why people around here think they can try driving on it is beyond me. {{shakes head}}
