Okay, my two cents.
A houseplant grows in a house. Assuming that the owner of the house also owns the plant, it's all good. No harm, no foul.

I think the OP is talking about an apartment where the landlord is 'King' and does not want water damage, holes in the walls, a mess/eyesore on the balcony...etc.

I have looked at the Container Forum and it's not exactly the same thing.
A dedicated thread just for apartment dwellers might be a good thing. (I know this because my dad was a landlord and later in life I was a tenant. Sheesh, it was such a small hole in the wall...what do you mean I don't get my security deposit back?)
