Depends upon your point of view, I suppose. My neighbor planted one on the fence between us and it is beautiful. Compared to a lot of things in my jungle the trumpet vine is pretty civilized actually.
Yes, it grows and rambles in the summer (when it rains here) but neither of us water or fertilize it so after the summer season, when there is generally a mass cleanup in my yard anyway, it gets cut back to the fence and just sits there blooming for most of the year. It has a fair amount of competition over there with a mango tree and a couple of traveler palms nearby.
I'm pretty sure the squirrels eat the seeds, because I rarely see a seedling popping up, and I don't think it puts out runners from the roots. It will root if a part of the vine sits on the ground, though.
If you have a big area of chain link fence (seen your pictures on other threads) you want to cover with something carefree and pretty, I say go for it. Just don't 'encourage' it too much after it gets established i.e. don't plant it near anything you're going to water or fertilize. It might need a bit of help if you get another summer of 2 months' triple digit temps and no rain, though.
