I shouldn't try to speak for Dave, but here's my guess.
If one or more people said they were interested in and committed to putting in time on some particular genus or species or common-name-plant, he would probably be able to run a specialized search and produce a list of plants within that genus that had no data details.
Or at least add that to his ATP To-Do list which I think always has multiple items, or perhaps multiple pages.
