We really do need pictures. There are a lot of factors that might explain why those bushes aren't blooming yet.

Where in the country are you? Lilacs really need a lot of winter chill to bloom well.

What is the soil like? Are they planted near any trees? Near a road, on a hill or in a depression?

Do they get sun? Half a day, morning or afternoon? Do your neighbors have lilacs that bloom?
