After doing research on plumeria rust the most recommended treatment was a fungicide called Bayleton 50 DF Fungicide For Turf. It is used on golf course grasses and other large green zones. It works
systemically and has good results. However it is expensive and not readily available to the public.

I've pretty much take Hettys view now, plumeria rust is a way of life here in Florida. I do trim leaves and keep the rusty leaves picked up and out of sight.
