Coreopsis verticillata or whorled tickseed comes the closest but still, it's foliage is wrong & the size of the blooms are wrong. The blooms on mine are small -- 1/2" at the very most. These are small blooms widely spaced on thin wiry stems. As you can see from the photo of the entire plant, there are little to no leaves for the top most 12" before the blooms appear. When you look at them from the slightest distance, the blooms almost appear to be floating in thin air.
