It just seems like they ship them at the wrong time of year. I successfully moved some from a clients garden this year, after the foliage had gone dormant in late spring/early summer. They sprouted fall foliage (which is still there), and let me know the move had been successful. I don't think bare root plants would be so iffy if they would dig and ship them during natural dormancy, but I've never seen any offered at that time.
