Momma Nature will dictate the date that things can go out. Some plants can take the 30's, some the 40's and some don't really want anything below 50F. If you are asking about a specific date, well, there is really none. If you are asking about putting tropical plants out in general, in my opinion, every plant flourishes when it has some outside-time.
