Definitely soak the anemone "bulb". It's probably very dry now, so wrap it in a moist (not wet) paper towel in a plastic bag for a couple days, then soak for another day before planting. Sometimes a very dry bulb that hydrates too quickly can be damaging. Also, "up" is not the pointed side of the flattish bulb. The point goes down.
