Here's the Salvia database. The Salvias Database

Click where it states; Search by characteristics (height, bloom color, etc) and scroll down the list to where it states;

Minimum cold hardiness

and drop down the menu and you can then search by zones for Salvias. Make sure you click one of the green Search buttons after you check what you want searched and you'll see the Salvia results listed.
