I got a NoID cutting from over 2 years ago from a co worker, at first year of planting it rooted quickly and formed inflo similar to yours but quite late in the season so it never bloomed for me but I got 3 tips. Now all 3 tips have inflo and one bud just opened and it is red

So even if it is no ID, it will not bother me to call it red plumeria. Red is red
