Hi David, I do not provide any artificial lighting on my plumies once indoors, they just get whatever that comes through our south facing window, so for sure not getting 12 hours of light. I gave an earlier plumie cutting water once before seeing the tip seems moist and awake in January and it quickly got a blackened tip, which later on killed my cutting, so I have avoided giving the other attempts I made any water once dormant. So from them on, no water anymore during the cold months. It was later on that I understood got to see the new leaves form nicely first before watering it.

Maybe it is okay with your set-up since you are giving them better lighting conditions than I do. I would not call your procedure wrong. If it works that way in your set-up go for it. Maybe just make sure your temps are above 60 and there are some leaves that will benefit from it. Otherwise, when it is dormant and totally no leaves, it does not need water.
