No, it's not a Cestrum. Palqui is native to Chile and I have several in my garden (I compromised not to remove anything native here, I can only add plants (whichever) where there are no perennials).
It's true, Palqui flowers have a lovely scent in the late evening/night, but the leaves smell awfully when you touch them.
As a child, when I lost my earrings (pirced ear-lobes), a neighbour told my mother to place a tiny piece of Palqui wood in the piercing, so that it does not close. I do not recall having used it for more than an hour
