Apologies, the wind was blowing, and I purposefully got close up for this shot as I wanted it for a digital wallpaper.

Incidentally, I couldn't help but notice that you're based in Perthshire, Scotland. Lucky you, as I am in the South. There is a play called "Little Women" at the Pitlochry Festival Theatre running until September 29th, I wish I could go but it's too far away. Without leaves it is hard.
Maybe Ragwort.
Maybe not.
The theatre at Pitlochry is wonderful. Just over the hills from here.
People come and stay to enjoy the scenery, food and the theatre, from all over UK.
I have met a couple that have come by train from Plymouth to Pitlochry ...for many many years...always to the same self catering cottage and go to every show.
Every night is a different show.

I don't believe it is Ragwort, that is at ground level, this was a bush.

When posting plants that need to be identified it really does help if you give all relevant info at the start!!!! Sadly my crystal ball isn't working this week!

Now you mention it is a bush.
How tall?
Leaves...were they soft grey and hairy?

In that case it must still be there so you need to go back and take clear pics to show detail.

Maybe Brachyglottis.

Might be a volunteer seed from overseas, we often get the dust from as far away as the Sahara desert here in Wales…..

That is not a bush. It looks something like sow thistle but I can't see the details clearly to really ID it.

Agree that is not a shrub or a bush!
It is a wild flower a weed.
Your pics lack detail for accurate id.
What are the leaves like?
Do the leaves up the stem clasp the stem?
Are they toothed with wavy edges?
Is it hairy?
It may be Picris hieracioides...
common name Hawkweed Oxtongue.

That looks like a possibility. Better photos of the leaves minimally would help.

Not sure ....
so adding pics below to show detail of Sonchus oleraceus..common name sow thistle...showing clasping leaves, hollow stem etc.

This weekend, I saw a similar plant near a pond, not the same, and this cute little bird landed right next to me and was collecting the fuzz which is similar to your plant, Aleema. He wasn't afraid at all. I wish I had a better camera for that shot but it makes me want to grow it just to get these little guys in my yard.
