My star magnolia starts forming those buds before the leaves drop for winter. They stay that way until April in my zone 8 garden. Unfortunately, the deer are starving due to the drought and are eating things they normally don't touch. This year they went after my magnolia ...
Of course, that's nothing compared to what one doe, which managed to find a breach in the deer fence at the top of the slope, did to the house pad garden. Since it has been raining daily, she dined well on the whole house pad garden for several nights. We got a two day break in the rain and the fence has been repaired.
I am curious to see how the plants come back next spring.
As for the buds on the other plants, my experience up here has been that when we get our annual winter thaw at the end of January, the bud eyes on all of the roses swell like that and some of the roses even put out blind growth, but winter is not over. As soon as the colder temps come back, the plants stall and wait until spring's warmer temps arrive before leafing out.
