Those are annual flowers, cosmos. Looks like they just got planted too close to other plants. As annuals, they grow fast, bloom and then die at the end of the season. Not sure if you cut them back that they will continue to send up blooms but perhaps you can trim some of it that is encroaching on the other plants. If there are more than one, perhaps thin some out.
