@valleylynn - ok, that might be your problem then. This spring, try raising it up, so the shoulders are above ground. About 1/3 of the bulb should be above ground. In the fall though, you will need to cover it back up, or dig the bulb up and store it in a garage some place like that. It actually takes about 2 years for the bulb to form a bloom, so it might not bloom the first year. The bulbs works on 2 years of blooms at a time. It is worth the effort though!
