Yes. Southern California qualifies for every rose except some of the older ones. Gallicas aren't supposed to be grown in any zone higher than 8, for instance, but I have a couple of Gallicas that grow well and bloom profusely in zone 9. They've both been here for about 20 years and haven't noticed yet that they aren't supposed to be happy here.
