I think they pretty much have to differentiate their stock here in New York. Otherwise, less hardy roses like some of those sold in California (which I've never heard of, let alone seen at the big box stores here), would die in the first year in zones 6 and 5. And customers around here aren't shy about returning a dead plant to the store, in order to claim a refund against the one-year plant guarantee.
