Seedlings of Jatropha podagrica take about 3 years to bloom. ( we are talking about podagrica?) I saw one flowering in Bolivia in early November, it was a good size beautiful leafed out shrub. ( Spring time) No, not the Holiday Inn Garden.....
If it is totally dormant now, just wait a few weeks into Spring if the growing tip greens up a bit. If the growing tip still looks deadish in a few weeks I would cut it to the point where you might see live tissue.
