I heard something about this on the news yesterday, but was only half listening, and I believe the "seed prohibition" was a mistake at Walmart. Apparently, Vermont has prohibited in-person sales of nonessential items at big-box retailers and large stores (electronics, furniture, etc.) to keep crowds down in the stores, and Walmart put those signs up all over their stores on many items and aisles, including seeds, but has now taken the signs down off of seed racks. At least I think that's what I heard....
