Nope, not a dangling participle. A dangling participle would be "Running down the street, his watch stopped ticking." (Running down the street) is the participial phrase and it is dangling because it does not modify or change who is running down the street.
Correct would be "Running down the street, he noticed his watch had stopped ticking."
