Allison, my neighborhood sits high on a hill (big hill!) over the river. Our wind here in incredible. We're grateful when we keep our roof and siding in a storm. Most tall plants don't stand a chance. Even tomatoes are always a problem. We use tall sturdy stakes and a 6' cage on each plant. Even with that, a few usually get blown over.
I put my lobelia cardinalis in a peony cage this year, and so far so good. Only one tomato has been blown over so far. But we haven't had much rain. The little rain we have gotten has been in the form of storms but they were really short lived, like a few minutes.
