Probably yes, but the linked plants list wouldn't change when you add or remove tags, and that could be very confusing for some people. You would have to reload that edit page to cause the list to update with the new tags you have placed.
I find webapps images easier to deal with than uploading images of plants and explaining each one.The time it takes to tag a long view isnt half what it takes to give a id to single blooms in several forums.

I vote for yes, move the links back up. Some of the shots are large and perhaps someone new coming in would not scroll down past the image to see that each tag has a database link to go check out.
Ideally it would be great to be able to click each box to get to the database page of that specific plant. That's probably not possible - so I see both sides of the issue.
When we click on the image to enlarge and see a list of plants, new members might not know to keep scrolling. Same thing if we see the image first. We scroll down to the bottom of it and don't scroll any farther. So -
