I am going to plant a 1 gallon carolina jessamine. Do I add any garden soil or other amendments to the native soil when planting?

Carolina jessamine is perfectly happy in most soils; your alkaline soil is no exception. You won't need to amend the soil or the planting hole when you plant. Best wishes with your landscape.
