I have several queen palms in my front and back yards. The problem is that the fronds are turning yellow. The new fronds in the center of the palms are turning yellow as well. I water 3 times a week for 20 minutes and have placed fertilizer around the palms. I am not sure what to do, any suggestions?

You may be overwatering your palms. Palms prefer an occasional deep soaking rather than frequent shallow waterings. You'll be doing them a favor by watering them deeply once each week rather than every other day. This will encourage deep roots which will help anchor the palms in the soil. Since you've already fed them, there isn't much else you can do except alter your watering practices. They should snap out of it as soon as the soil moisture level change. Best wishes with your palms!
