There are several spruces rated hardy in Zone 7:

'Baby Blue Eyes' Colo. Blue Spruce (Picea pungens 'Baby Blue Eyes') is a newer selection of Blue Spruce that keeps its silvery-blue needles all year long. Forms a broad pyramid on a smaller, slower growing specimen tree for the smaller garden.

'Hoopsi' Colo. Blue Spruce (Picea pungens 'Hoopsi'). The thick, stiff blue-gray needles on this Blue Christmas tree will look terrific in any landscape.

'Thume' Dwarf Colorado Blue Spruce (Picea pungens 'Thume') is an unusual dwarf conifer. This Blue Spruce forms a nice tight bun of stiff heavily needled branches of blue. Slow grower, ideal for sunny rock gardens, accents and specimens.

Fat Albert Colo. Blue Spruce (Picea pungens 'Fat Albert') is straight growing and stiff upright blue spruce that keeps its silver-blue color all year. Great natural pyramidal shape requires no pruning and grows into gorgeous specimens.

Weeping Norway Spruce (Picea abies 'Pendula') is a deep green weeping Norway spruce that can be either trained into an upright weeping specimen tree or used as a unique groundcover if left to sprawl over ground and rocks. Great drooping tree for just about any climate, very adaptable.
