Sounds like your rose bush has powdery mildew. You can help your roses avoid the disease by making sure they get plenty of sunshine and have enough space all around for good air circulation. There are a few fungicides on the market that you can use to stop powdery mildew. The one I like is the neem oil based Rose Defense. Be sure to apply according to label directions. You'll want to prune out any diseased plant parts (the damaged leaves won't recover, even with the fungicide). Best wishes with your roses.
