To fix it: remove the plastic, dig the soil at least a foot deep and improve it with compost, then plant something whose mature size fits the space. A bed a couple of feet by five is small, and a hydrangea will outgrow it, leaving you cutting the plant back constantly as it spills onto the deck, which is not healthy long term. If the plastic was there for weeds you do not need it, since the rock alone suppresses them. Can I plant hydrangeas where ivy has been growing?

It is self-clinging, so it attaches to brick without wires or a trellis and can be trained into the shape of a traditional espalier, and it looks genuinely good against brick with white blooms and clean green foliage.
