Lilacs often produce suckers or shoots near the main stem of the shrub. The easiest way to get a new start is to dig up one of the suckers, roots and all. You can take tip cuttings in mid-summer, but these will need time to develop roots and years to become mature enough to flower. I'd vote for digging up a sucker!
