Possibly this or close relative — there are several similar varieties.
Petrosedum rupestre

Does spread freely but also easy to pull out if you don't want it. Yellow flowers, hardy, winter color, easy ground cover.

Another possibility is Rock Stonecrop (Petrosedum forsterianum)
