Pic of bug needed. If ants ! I would try washing them off and when dry . cover entire area with tanglefoot.they cant get in or out ! I'd also put tanglefoot around stump. Also trim any branches off ground. Dont leave da little boggers any way of gettig onto your tree. Throw some corn meal under and around tree. It will kill the ants in a week or two !
