It does look like a handful of Dypsis lutescens seedlings.

Nurseries toss a handful of seeds in a pot, so when they grow it looks like they are a clump. Although the palm clumps well on it's own eventually.

If you carefully separate them and put them in pots, you'll have enough to make a hedge.
