Your dwarf swirling gray-leaf plant is specifically, Allium senescens "glaucum" of Hort. (plant existing in Horticulture), the true Allium senescens ssp. glaucum is an Asian plant that is tall growing. Follow my comment link below, in that response I give photo links from a Russian Flora showing the TRUE plant, verified by the taxonomist that published this subspecies combination in 1987.
