I was able to pull up all the links you folks shared and my friend looked closely at them. He had the photo on his phone and was able to enlarge it there as well.

His determination was that is was the Mexican Palo Verde Jerusalem Thorn (Parkinsonia aculeata) by the foliage as well as the blooms.

Although the consensus doesn't indicate that it was as incredibly fragrant as he had noticed. Perhaps more fragrant at certain times of day or in dry conditions. The fragrance was what had drawn his attention to the tree.
