What is the prevailing temperature around the area night time and daytime ? At times, some trees do take a bit longer than usual to grow more leaves if the conditions are still way too cool for it. From your photos, it does seem to be out in the open, so there is sunlight. Some trees are just like that, takes their sweet time.
