Actually it looks like aphid or possibly psyllid damage. They're transitory pests mostly and their damage shows up after they're gone—usually.

Where you are full sun should be just fine and regular watering when it doesn't rain is enough.

From the winged petioles it looks like Kaffir Lime. The leaves are used in Thai cooking but the fruit isn't particularly tasty.
