With all of the rain here in Davis California this year, this plant that we have not seen for 20 years popped right back up!

I agree it's a beautiful plant and a survivor. It's not Dragon Arum (Dracunculus vulgaris) however. Take a look at the leaves of D. vulgaris, they can be with or without the white flecks. You might have a species in genus Arum.
